Reports directly to the President & CEO SUMMARY OF PRIMARY FUNCTIONS:
The CFO is responsible for supervising accounting staff, overseeing internal controls, setting financial targets, conducting feasibility studies, monitoring expenditures, overseeing annual insurance renewals, monitoring cash flow, managing reporting, tax compliance and contributing to the grant writing process.
On the program level, the CFO is responsible is for ensuring the timely and accurate submission of funder vouchers/invoices in-kind reports, and other reports required by the funders.
In addition, the CFO prepares the reconciliation of the associated revenue and receivables accounts in the general ledger for the month-end closing.
The CFO acts as a fiscal representative of the programs for the agency to various funders and auditors.
Provide support for a variety of tasks to maintain and enhance the operation of the programs.
May perform other duties as assigned.
PRINCIPLE DUTIES AND
Responsibilities:
? Supervise and monitor accounting staff performance and develop professional development goals, conduct annual performance reviews and recommend salary adjustments where applicable.
Establish regular action plans for staff.
? Implement regular training sessions for new agency staff to explain finance procedures and protocols.
Create training manual for key staff members.
Ensure all staff are utilizing the correct processes.
? Prepare monthly, quarterly and annual reporting to Board, management and funders.
? Maintain system of internal controls, accounting policies and procedures and cost allocation plan.
? Prepare annual budget.
? Research and assessment of private and public funding opportunities.
Participate as member of grant writing team.
? Maintain organizational profiles in private and government databases such as Dun and Bradstreet, System of Award Management (SAM), Charity Navigator and similar sites.
? Serve as fiscal expert for Head Start/Childcare partners/providers; provides, assistance with budgets and fiscal reporting.
? Oversee monitoring site visits to partners as needed and ensure fiscal requirements are met and in compliance with Performance Standards, in addition to maintaining inventory logs with annual onsite inventory audits.
? ? Review expenditure requests to ensure they comply with procurement requirements.
Aggregate requests for periodic cash draws.
? Update applicable cash draw and in-kind schedules.
Transmit information to appropriate parties.
? Review and ensure appropriate approvals for all program invoices and submit to funders.
Review actual-to-budget expenditures with program and fiscal management.
Prepare all required internal financial reports for Parent Policy council and the Board of Directors.
Review and approve all in- kind reports.
Delegate task as appropriate.
? Responsible for funder audits and other requirements as they arise on a daily, weekly, monthly, quarterly, or annual basis.
? Oversee all tax filings and compliance requirements, ensuring that the organization is in compliance with all relevant laws and regulations, both State and Federal.
? Manage relationships with external auditors and other financial service providers to ensure compliance with all reporting and regulatory requirements ? Manage relationships with external partners, including banks, auditors, and other financial service providers ? Represent the organization at internal and external events and meetings, providing financial guidance and support as needed ? Special projects and duties as assigned
Qualifications:
? MBA, graduate, or Bachelor's Degree in finance, accounting, or other relevant field (or equivalent employment and learning experience) CPA preferred ? Minimum of 10 years of non-profit grants management experience, including 3 years as CFO, Head Start a plus, and technology-enabled operations/accounting systems preferred.
? Analytical and problem-solving skills; possesses a solid understanding of accounting principles and state/federal guidelines and regulations.
? Possesses good strategic thinking, sound judgment, leadership skills, and professionalism.
? Successful experience managing a budget of at least $10M ? Self-starter, detail-oriented, and well-organized.
Should be relationship oriented rather than task oriented.
? High level of proficiency in MS Office (Word, Excel) and General Ledger Packages, Online QuickBooks ? Minimum 5 years supervisory experience in managing a staff of 3-4 and a demonstrated ability to develop and lead others ? Exceptional interpersonal skills and demonstrated ability to work with diverse groups.
? Ability to work under pressure, meets deadlines, and is responsive to changes in deadlines and assignments.
? Must be a team player and able to adapt to changes as project may arise ? Accountable for maintaining daily work schedules, ethical standards, and confidentiality of information contained in company business records and systems.
